without the year and size hard to say if it has carburetors, hope you have not used ethanol fuel for any length of time as this combo could spell trouble

probably the gas filter is stopped up

That is a good indication that you're having carboration problems. If the motor has sat around with gas in it for anylength of time the needle mabe be sticking because varnish has formed.

I'd bring it in for a tune up, and possibly a carb kit.

Make sure the gas tank vent is open. If you run an auxurally tank check for cracked or leaky hoses that could be sucking air instead of gas.
